Water & Sewer Tariffs & Rates
The City of Lancaster provides water and sewer services to all properties within Lancaster City limits as well as to customers in certain other municipalities outside of Lancaster City.
Water and Sewer rates for customers inside Lancaster City are established by City ordinance, which must be approved by city council and the mayor. Water and sewer rates for customers outside Lancaster City are established through the Pennsylvania Public Utility Commission (PUC) rate making process and must be approved by the PUC.
Water customers are billed either on a monthly or quarterly (every 3 months) basis. Water charges are based on a combination of a monthly/quarterly Customer Charge and the Consumption Charge. The Customer Charge is a flat rate charge based on the size of the water service line that connects the City water system to the customer’s property. The Consumption Charge is determined by multiplying the amount of water used during the billing period (measured in thousands of gallons) times the Water Consumption Rate. Sewer customers are billed either on a monthly or quarterly (every 3 months) basis. Sewer charges are calculated by multiplying the amount of water used during the billing period (measured in thousands of gallons) multiplied times the Sewer Consumption Rate. Sewer Consumption Rates are listed on the Water & Sewer Rates document below in the Documents & Resources tab. There is a monthly/quarterly Sewer Minimum Charge that is billed to a customer only if their calculated Consumption Charge is less than the minimum during any monthly/quarterly billing period.
