Residents living in residential permit parking zones must obtain a permit from the Lancaster Parking Authority. The vehicle owner must show their driver’s license, a current registration, and insurance card for the vehicle to be permitted. The permitted vehicle must have a valid Pennsylvania license plates and a current state inspection.
Parking Permit Guidelines

1. The City Traffic Commission regulates permitting for residential parking, daytime or nighttime parking, and for certain eligible contractors. Permits are issued to residents of an area that has petitioned for permit parking, and to residents who live on blocks where parking meters or parking kiosks are located.
2. An area can be designated for permit parking if residents of 75 percent of the dwelling units in that area/block petition the Traffic Commission for such permit parking. The Traffic Commission will hold a public meeting to review and consider petitions for residential permit parking.
3. To obtain a residential parking permit, residents may visit the Lancaster Parking Authority offices at 30 West Orange Street or click here to apply online. To obtain a parking permit, the vehicle owner must show their driver’s license, a current registration, and insurance card for the vehicle that will be permitted. The permitted vehicle must have a valid Pennsylvania license plates and a current state inspection.
4. No more than two Residential Parking Permits can be issued for each single-family dwelling, fraternity, sorority, or rooming/boarding house. No more than one Residential Parking Permit per dwelling unit /apartment within a multi-family building can be issued for a multi-family dwelling. A maximum of 5 permits can be issued per multi-family building structure. Residential parking permits cannot be transferred from individual to individual, but may be transferred from one vehicle to another vehicle owned by the same individual.
5. Guest Parking Permits are also available to guests of residents who live in a permitted parking area. Guest Parking Permits are valid for up to fifteen days at a rate of $2 per day.
6. Temporary Permits may also be issued to individuals who don’t qualify for a residential parking permit. A temporary permit is issued until the Traffic Commission can review an applicant’s request for a permit.
7. Contractors Permits can be issued to a contractor doing business with a resident living in, or a business located in, a permit parking area for a period not to exceed six months. No more than three contractor parking permits will be issued for a single property at any one time. Contractors parking vehicles on metered streets within a daytime parking permit area should, in addition to the contractor parking permit, secure meter hoods from the Lancaster Parking Authority or pay parking fees to park at meters.
8. Contractors who regularly work in the City of Lancaster may obtain an annual contractor parking permit that allows them to park at a work site in any daytime parking permit area, subject to the completion of an annual application and the payment of an annual parking permit fee of $140 per contractor vehicle. Contractors parking vehicles on metered streets within a daytime parking permit area should, in addition to the contractor parking permit, secure meter hoods from the Lancaster Parking Authority or pay parking fees to park at meters.
